The Department of Defense (DoD) Installation Restoration Program (IRP) set aggressive goals to achieve 95% Response Complete at active IRP sites, as well as IRP sites at formerly used defense sites by the end of FY 2021. Emerging contaminants such as poly- and perfluoroalkyl substances (PFAS) constituted a growing challenge for the DoD at these sites. At the time, the industry was using PFAS analytical techniques that were relatively slow, expensive and the available turnaround times for the commercial fixed laboratories were often on the order of weeks. That limitation made it difficult for DoD contractors to conduct adaptive work strategies that had been proven over decades to deliver more accurate conceptual site models in shorter time frames and at lower costs.
